Quick Reference Guide
The University of Michigan-Flint is committed to providing a safe learning, working, and living environment. The institution does not tolerate violence of any type, including the crimes of sexual assault, domestic violence, dating violence, and stalking. This resource guide is intended to assist university students, faculty, and staff who may have experienced these situations to understand their options for reporting to law enforcement and the university and to make them aware of support services, including confidential resources that we provide, and those that are available in the community.
UM-Flint encourages any person subjected to discrimination, discriminatory harassment or sexual misconduct to seek assistance and support. There are several resources available to you.
Physical Safety
Call 911 if you are in imminent danger or fear for your physical safety. If you are on campus, call the UM-Flint Department of Public Safety at 810- 762-3333.
Medical Care
Call 911 if you need immediate medical care and are unable to transport yourself. All victims of sexual assault have a right to have a forensic medical examination administered by a registered nurse who has received advanced training to provide care and treatment to sexual assault victims. Free forensic exams can be obtained at any of these facilities:

Sexual Harassment and Misconduct Support Information for Supervisors and Managers
It is important for managers and supervisors to understand how to respond appropriately and provide assistance when an employee comes forward with information about sexual harassment or misconduct. The University of Michigan is committed to creating and sustaining a safe, harassment-free working and learning environment for all; providing an environment where harassment and misconduct is unacceptable, and all are treated with dignity and respect, no matter what role they fill within the organization.
As a leader, one of your most important responsibilities is to be a steward of U-M’s desired culture. You are pivotal in ensuring that U-M employees work in an environment that allows them to succeed in their work-life by bringing their complete skills to work, without the fear of sexual harassment.
As an institution, U-M has a responsibility to equip supervisors/managers with the proper tools, information, and support in order to model and sustain a respectful community for all.
U-M currently has interlacing policies and processes related to reporting possible sexual harassment and misconduct. These policies are under review to integrate and streamline them to maximize their alignment and clarity. In the interim, we wanted to acquaint you with our current guidance on how you can best fulfill your role as a supervisor/manager if you learn of a harassment concern relating to a staff or faculty member.
On February 18, 2019, the university began a pilot of a new sexual harassment educational module “Creating a Culture of Respect: Sexual Harassment and Misconduct Awareness.” This training is required for all faculty and staff on all U-M campuses.

Preserving Evidence
Sexual Assault
All victims of sexual assault have a right, under Michigan law, to have a forensic medical examination and evidence kit collected up to 120 hours (5 days) after the assault in order to preserve any evidence of the assault. The forensic exam will be administered by a registered nurse who has received advanced training to provide care and treatment to sexual assault victims. The nurse can also provide emergency contraception, treatment for sexually transmitted infections (STIs), and other needed medical care. If you seek evidence collection through any of these facilities, the police will be contacted; however, it is up to you whether to share any information with law enforcement. If you choose not to file a police report at the time the kit is completed, the medical facility where the evidence was collected will maintain the kit for at least one year. In accordance with MCL 752.931-935 when a kit is turned over to law enforcement, you will be provided with a serial number/sign-in associated with your collection kit. Dating & Domestic Violence
Not all experiences of domestic or dating violence cause visible injuries. If visible injuries are present, it can be helpful to document them with photographs, if it is safe to do so. It is also important to seek medical attention if possible and safe to do so.
Stalking
If you have experienced stalking, it can be helpful to an investigation to retain any evidence of that behavior, including documentation of any unwanted communication (whether written, oral, or electronic), postings (such as on social media), gifts, etc.
Reporting to the Police
The university encourages anyone who believes they have experienced domestic/dating violence, sexual assault, or stalking to make a criminal report with law enforcement. If you are uncertain where the incident occurred or which agency to contact, the UM-Flint Department of Public Safety is available to help you determine which agency has jurisdiction and will help you to report the matter to that agency if you wish.

Reporting Options on Campus
The university strongly encourages any individual to make a report of sexual assault, domestic violence, dating violence, or stalking, directly to the Equity, Civil Rights & Title IX Office (ECRT) at the contact information below. Reports can also be made to others at the university, but the university strongly encourages reporting to ECRT so that ECRT may promptly discuss the availability of Supportive Measures and other processes.

In some cases, if you make an initial report but then decide not to participate further the university may still need to review and investigate the information provided, and may also be obligated to share the report with law enforcement for possible handling through the criminal justice system. Even in such cases, though, you do not have to participate in the university or law enforcement processes if you do not wish to do so.
Filing A Formal Complaint Under Title IX
If you want to file a formal complaint under the university’s Policy on Sexual and Gender-Based Misconduct, you must contact the Title IX Coordinator at the information noted above. In all cases, the university’s policies and procedures seek to provide a prompt, fair, and impartial resolution of the concern reported. You can contact the Title IX Coordinator in addition to any of the other resources noted in this guide.
Campus Supportive Measures
Supportive Measures are individualized services, accommodations, and other assistance that the university offers and may put in place, without fee or charge. Examples of Supportive Measures the university may be able to provide include:
- Academic support services and accommodations, including the ability to reschedule classes, exams, and assignments; transfer course sections; modify an academic schedule or withdraw from courses
- Work schedule or job assignment modifications (for university employment)
- Changes in work or housing location
- An escort to ensure safe movement on campus
- Assistance in connecting to community-based medical services
- Mutual restrictions on contact or communication between the parties, although one-way restrictions may be appropriate to help enforce a preliminary injunction, restraining order, or other order of protection issued by a court, or in other special circumstances
- Temporarily limiting an individual’s access to certain University facilities or activities
- Leaves of absence
- Any combination of these measures.
Supportive Measures can be requested from the offices below, although some types of Supportive Measures may require coordination with the Title IX Coordinator.

Prohibition Against Retaliation
The university will take appropriate steps to ensure that a person who in good faith participates in a sexual misconduct investigation or resolution, or assists others in doing so, or is accused of violating the policy will not be subjected to retaliation. Anyone who believes that he, she, or they are experiencing retaliation is strongly encouraged to report this concern using the same procedure for reporting possible sexual misconduct under this policy.
Protective Measures
Court-Ordered Protection Orders
CGS has staff who can provide information about obtaining court-ordered personal protection orders (PPO), assist individuals in obtaining such orders, and assist with safety planning. A PPO is a court order given to another person to stop threats or violence against you.
Please contact CGS, the YWCA of Greater Flint, or the UM-Flint Department of Public Safety for assistance. If you obtain a court-ordered personal protection order, please let UM-Flint‘s DPS know and provide them with a copy. The university will uphold such lawfully issued orders and enforce them through UM-Flint’s DPS.

Student Financial Aid & Enrollment
Students may have concerns about financial aid matters, such as how their financial aid might be affected by a reduction in course load. Information about financial aid matters is available from the Office of Financial Aid, or from the individual university unit that administers the particular scholarship or another form of financial assistance.
Since there can be extenuating circumstances in these matters, students are encouraged to involve an advocate, such as the Sexual Assault Advocate in the Center for Gender and Sexuality, when contacting one of these offices, to ensure that the office has all of the information necessary to provide an accurate response.

Visa & Immigration
Students sometimes have questions about how various actions (e.g., a reduction in course load, change in work circumstances) may impact their visa or immigration status. Additionally, students may have questions regarding whether they are eligible to obtain visas (U and T visas) designated to assist victims of certain crimes. Private and confidential information about visa and immigration status is available from the Center for Global Engagement for both the primary status holder as well as any individuals in dependent immigration status, such as H-4, J-2, or F-2, who are sponsored by the University of Michigan-Flint. The Center for Global Engagement may have to refer you to external immigration counsel for certain questions.
