Because of the complex nature of the university’s work in a wide range of areas, there are many compliance requirements that intersect with individual activities and roles in different ways. Each topic section listed below gives a brief overview of the U-M compliance resources available in that area and contact information for experts who can help you.


The Office of the Vice President and General Counsel represents and advises the entire University of Michigan community, including the Board of Regents, the President, the Executive Officers, Michigan Medicine and the schools and colleges on all three campuses. They provide legal guidance and advice so units can fulfill their educational, research and entrepreneurial missions in accordance with all legal and policy requirements applicable to public research universities. University Audits provides services to all levels of management with information regarding the internal control environment throughout the university (UM-Ann Arbor, UM-Flint, UM-Dearborn and Michigan Medicine). They work in partnership with other university units to monitor, identify and manage risks, improve processes and investigate fraud.

The Athletic Department Compliance Program oversees and operates the athletics program in accordance with all applicable NCAA, conference and institutional rules to maintain a culture of compliance. It monitors all aspects of the university’s athletics programs to ensure compliance, identify and report to the NCAA all instances in which compliance has not been achieved and affirm that corrective actions have been taken.

To maintain the University of Michigan’s credibility in the eyes of the public, it is important that all members of the campus community disclose any potential Conflicts of Interest or Conflicts of Commitment as soon as they arise so that they can be evaluated objectively and, if necessary, managed or eliminated.

In addition to SPG 201.65-1, University employees are governed by their unit-level faculty or staff COI/COC policy.  The resources below provide more information about these policies and what you need to do as a responsible University of Michigan employee.

The Conflict of Interest Research Compliance Program provides oversight of and the procedural structure for outside interest disclosure, review of potential conflicts of interest and management of identified conflicts.

Faculty Ombuds: The Faculty Ombuds receives faculty complaints, concerns, and questions about alleged acts, omissions, improprieties, and broader problems, and works to ensure a fair, equitable, and expeditious resolution. The Ombuds may make an informal inquiry, request relevant documentation, review matters received, offer options for resolution, make referrals, and mediate disputes independently and impartially. In addition, the Ombuds serve as a resource for information, communication, and referrals, and makes recommendations for constructive change when university policies or procedures generate conflicts or concerns. The Ombuds adheres to professional standards of practice established by the International Ombudsman Association.

The Office of Financial Aid operates under many federal, state, and institutional guidelines. In addition, the office adheres to all ethical practices in all facets of delivering student financial aid. As a member institution of the National Association of Student Financial Aid Administrators, the office is bound by the code of conduct as established by our profession. Data Security

The University provides many information technology resources for its community.  Whenever you use these resources, you implicitly agree to abide by the highest standards of responsibility to your colleagues – the faculty, staff, students and external users who share this environment.  Users are required to comply with all University policies and state and federal laws concerning appropriate use of information technology.  Non-compliance is considered a serious breach of community standards and may result in disciplinary or legal action.

Users of UM computing resources are subject to a number of policies and guidelines. The Global Michigan web portal provides a collection of travel policies and resources designed to support international activities of all U-M community members.

The U-M International Center provides a variety of services to assist international students, scholars, faculty and staff at the University of Michigan, as well as Michigan’s U.S. students seeking opportunities to study, work or travel abroad.

The Office of Research supports faculty and staff in externally funded research and sponsored projects. Support includes grant development support, external funding application review, internal research seed funding, undergraduate research support, compliance services, project reporting, and regulatory guidance, and coordinates funded research and sponsored project management with the U-M Office of Research and the Office of Research and Sponsored Projects.

The Thompson Center for Learning & Teaching acknowledges and advances excellence in teaching throughout campus and across all modalities. Records that contain information directly related to a student and that are maintained by the University of Michigan or by a person acting for the university. The Family Educational Rights and Privacy Act governs release of, and access to, student education records. Directory information about a student is not regulated by FERPA and can be released by the university without the student’s permission.
